The ICDR was selected by the Internet Corporation for Assigned Names and Numbers (ICANN), a not-for-profit public-benefit corporation with global participants dedicated to keeping the Internet secure, stable, and inter-operable, as the dispute resolution provider for two separate and distinct programs.
Beginning in 2006, the ICDR services constituents having issue with certain decisions of the ICANN Board. This service continues under Article 4.3.m of the 2017 ICANN Bylaws, which states that “All IRP proceedings shall be administered by a well-respected international dispute resolution provider ('IRP Provider'). The IRP Provider shall receive and distribute IRP Claims, Responses, and all other submissions arising from an IRP at the direction of the IRP Panel, and shall function independently from ICANN.”
As the selected Provider the ICDR operates the following process:
(i) to receive requests from affected parties for independent review of ICANN Board actions or inactions alleged to be inconsistent with ICANN’s Bylaws or Article of Incorporation;
(ii) to compare the contested Board actions to the Bylaws or Articles of Incorporation; and
(iii) to declare whether the Board has acted consistently with the provisions of those Bylaws or Articles of Incorporation.

In 2009, the ICDR was selected to act as a Dispute Resolution Service Provider (DRSP) in ICANN’s inaugural generic Top-Level Domain (gTLD) application and associated dispute resolution program. Although this round of gTLD applications is now closed, there is an expectation that a second round will be launched in the future.
